Cannot view policies under the System Cabinet

Symptom: When you try to expand the System Cabinet, you do not see the policies that were created from the System Management Wizard


Solution: The user must have either a System role (for SaaS) for a Master role (for On Premise) in order for the user to see the policies under the System Cabinet.
