Why do some programs regularly fail to install?

PROBLEM

I am trying to install Java and Flash onto some machines but they aren't successful every time.  They fail the first time but when I try to push it out again manually at a later time, they install successfully. Why is that?

CAUSE

The problem lies with the programs themselves. Programs like Java and Flash require that all programs utilizing those applications be shut down. This can be browsers and third party applications. Only once the applications are shut down can the programs successfully install.

RESOLUTION

To get around this problem, we recommend that users schedule their application upgrades at night when no user is logged into the endpoint. This, however, is dependent on the fact that the user shut down all the respective applications prior to leaving for the day.
