Any global administrator in Microsoft 365 is able to administer Spanning Backup. A Spanning license is not required for an administrator to manage backups for their tenant.
Admins can also assign admin status to users who are not global admins through the "Settings" page in Spanning Backup for Microsoft 365. Note that all additions and removals of Spanning admins are tracked in the activity log.
