When booting up a UEB either new or otherwise (I have not verified the existing UEB having this issue, but I do not see why it would not) it fails with a Kernel panic and a popup message from VMware stating that the Guest OS has Disabled the CPU.

Delete the VMs on disk, including the UEB deployment, redeploy the UEB and create new backup data VMDKs
