Why am I unable add more than one Kit to my Campaign?

When creating new campaigns, if you select a Frequency of One Time, you can only add one kit to the campaign.

Create the campaign with a frequency of Weekly or Monthly. Once this is selected, you can add multiple kits to the campaign.
