Blue border surrounds the SoftToken screen on the BlackBerry Storm and the keyboard will not go away.
This issue is caused by the RIM Blackberry Touchscreen Compatibility Mode, which is enabled by default for software that is designed for older versions of the BlackBerry OS, which are not touch enabled. This causes a blue border around the screen and the keyboard to always be available.
Compatibility mode can be disabled on a per-application basis, and is not required for the BlackBerry SoftToken. It can be disabled by going to Options >> Advanced Options (not necessary on some phones) >> Applications >> AuthAnvil SoftToken >> Click the Menu button >> Select "Disable Compatibility Mode"
