Why am I getting an html error 'Microsoft JScript compilation (0x-7ff5fc17)' when creating an alert?

QUESTION

When attempting to create an alert, you get the following error message:

The page cannot be displayed
There is a problem with the page you are trying to reach and it cannot be displayed.

You will need to contact Microsoft for a hotfix as described in http://support.microsoft.com/kb/941386.
